State Specialized Program Agent – Flood Resilient Communities
Jerry is a certified floodplain manager, certified urban and regional planner, and legal scholar. His work and research involve land-use planning and control law, community-based planning, code and regulation drafting, floodplain and stormwater management, growth and infrastructure finance, post-disaster redevelopment planning, and community resiliency/sustainability. Jerry works with local governments through applied research to craft planning approaches and strategies to address climate change, extreme weather, sea-level rise, and the other challenges facing local governments in the 21st century.
